The authorities you need may vary depending on; To and from where do you want your company to travel? Will you carry truckload, less than truckload (ltl) and/or speed? If you only get a license for Expedite Business, you won’t be limited to the vehicles you can drive and the weight you can carry.

Who needs to sign up for Authorities, also known as enforcement rights? All Companies intending to use heavy commercial vehicle power units (including leased, rented and owned) having a gross weight or registered gross weight of more than 4,500 kg.

Below are some examples of various authorities that are needed to start a company in the transportation industry.

o CVOR (Commercial Vehicle Operator Registration) Canada (per transportation law, valid insurance is required)

o USDOT (United States Department of Transportation) number is required to transport goods to the US MCS-150,MCS-150A,MCS-150B,OP1

o FMCSA (Federal Motor Carrier Safety Administration) certificate is required to transport cargo, for hire or under contract, to the US, regardless of weight

o BOC-3 Filing Form (U.S. Processing Agent will file your form)

o UCR (Unified Carrier Registration) is required if you have a USDOT number. You must select a base state where the rates will be sent. This new registration program has replaced the Single State Registration Program (SSRS)

o SCAC (Standard Carrier Alpha Code) is required to produce a PAPS (Pre-Arrival Processing System) code

o FORM 2290 (Highway Heavy Use Tax) must be filed for each vehicle with a Gross Vehicle Weight Rating in excess of 55,000 lbs. or 25,000kgs., which will travel more than 5,000 miles on US roads during the registration period, from July 1 to June 30 of each year

o EIN/FIN (Employer Identification Number, also known as a Federal Identification Number, is required to file a Form 2290)

o W-8BEN is a Certificate of Foreign Status of Beneficial Owner for United States Tax Withholding. You will be required to submit this form to most US entities with which you do business.

o IRP (International Registration Program)

o IFTA (International Fuel Tax Agreement)

o OPTIONAL PERMITS: KENTUCKY (KYU tax license number), OREGON (registration number),

STATE OF NEW YORK (New York cabin tax license number)
